The Manager of Major Health Capital is responsible for overseeing the planning, execution, and successful delivery of capital projects within PEI Health Care Facilities. This includes managing new builds to address both current and future healthcare infrastructure needs. The Manager will report directly to the Director of Building Services and plays a key role in supporting the Director's leadership in the development and implementation of health capital projects. The Manager will also work closely with various stakeholders, including Health PEI, government departments, contractors, and consultants, to ensure that projects are completed on time, within budget, and to the highest standards of quality and safety. Duties will include but are not limited to: Manage day-to-day operations of health capital projects, including planning, design, and construction phases. Provide supervision and guidance to project teams, including engineers, contractors, and consultants. Prepare and monitor project budgets, ensuring financial compliance. Review and approve project schedules, ensuring alignment with organizational goals. Coordinate with internal and external stakeholders to resolve project issues. Monitor and mitigate project risks, including delays and cost overruns. Foster a cooperative team environment and support professional development. Collaborate with the Director to prepare detailed capital budgets for health capital projects. Monitor project cash flow and ensure expenditure aligns with approved budgets. Review and adjust budgets as needed to accommodate changes in scope. Ensure compliance with financial reporting standards and documentation requirements. Work with auditors to ensure financial activities meet regulatory standards. Coordinate project activities with Health PEI, Treasury Board, contractors, and other departments. Serve as a primary point of contact for stakeholders, addressing concerns promptly. Facilitate regular meetings to ensure alignment with project objectives. Resolve project-related issues collaboratively with all parties involved. Conduct regular risk assessments for hospital capital projects. Implement risk mitigation strategies with project teams and contractors. Ensure compliance with all applicable regulations, safety standards, building codes, infection prevention and control requirements, environmental regulations, and accessibility requirements. Prepare project status reports, presentations, and briefing materials for senior leadership and oversight bodies. Maintain thorough documentation of all project phases, approvals, and changes. Support teams through change management processes, including relocation planning and workflow adjustments. Minimum Qualifications: Must have a university degree in Engineering or Architecture. A professional designation in good standing and ability to obtain membership in the Association of Professional Engineers of P.E.I. or the Architects Association of PEI. Considerable experience related to operation, renovation, repair or construction of complex buildings. Extensive experience in design and construction work associated with building renovation and construction. Extensive experience in building construction project management including (but not limited to): Scheduling; Design and tendering processes; Commissioning and Warranty phase. Incumbent must have considerable experience in administration and management of large budgets. Must have extensive experience in dealing with client departments on the delivery of projects and provision of services. Must have considerable supervisory experience. Must understand Preventative Maintenance Programs. Must have extensive technical background in building construction and maintenance.
