The Nunavut Housing Corporation (NHC) is an agency of the Government of Nunavut which serves the housing needs of one of the fastest growing and youngest populations in Canada. NHC’s mandate is to create, co‑ordinate, and administer housing programs so that we may provide fair access to a range of affordable housing options to families and individuals in Nunavut. Our mission is to provide opportunities for all residents of Nunavut to have homes that support a healthy, secure, independent, and dignified lifestyle, working with our communities to support them to assume the role of providing housing for Nunavummiut.
Reporting to the Vice President and Chief Financial Officer, the Manager, Budgeting and Financial Planning is responsible for developing and managing long‑ and short‑range capital and Operations and Maintenance planning, developing budget standards, and providing financial planning for the Corporation. The Manager is responsible for delivering centralized services to 25 Local Housing Organizations, NHC District Offices and Corporate Divisions, the Government of Nunavut (GN), Federal Departments and individual clients.
Key Responsibilities
Developing the annual Corporate Capital Plan, Business Plan, Operation Plan and Main Estimates;
Evaluating proposed policies and analyzing financial data and reports to determine impacts on the NHC and GN Main Estimates and financial and capital plans;
Monitoring corporate cash management and investing surplus funds;
Administering contributions and completing auditing and reporting requirements.

Demonstrate collaborative leadership, able to build positive relationships with Local Housing Organizations, government partners, and community stakeholders.
Possess excellent communication skills, with the ability to present complex financial information in a explicit and accessible way to both financial and non‑financial audiences.
Show cultural awareness and sensitivity, respecting Inuit values, traditions, and perspectives while working in diverse and cross‑cultural environments.
Be a problem‑solver and critical thinker, able to anticipate challenges, adapt to changing priorities, and provide thoughtful solutions.

Qualifications
Recognized degree in Accounting, Business Administration, Budgeting, or Finance, with four (4) years of experience in financial planning (CPA designation is an asset).
Equivalent combinations of education and experience may be considered.
Strong communication and collaboration skills, with the ability to explain complex financial information clearly.
Demonstrated leadership, problem‑solving, and sound judgment in managing financial resources and projects.
High level of integrity, discretion, and professionalism.
Cultural awareness and sensitivity to Inuit values, traditions, and cross‑cultural environments.
Fluency in Inuktut, English, or French (ability to communicate in more than one official language is an asset).
Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, and experience working in the North are considered strong assets.
