Position Overview
We are seeking an Estimating Services Section Head to join our Project Service Department. Under the general direction of the Project Services Department Manager, as an internal expert, the role is responsible for providing specialized expertise, and leading a team of technical staff in cost estimating and construction methodology for the planning, pre‑construction, and construction activities associated with the development of hydraulic generation, transmission and distribution projects. This role will drive capital estimating practices across Asset Planning & Delivery.
Responsibilities
Provide expertise in the planning, pre‑construction and construction activities associated with new hydraulic plants, as well as rehabilitation, upgrades and decommissioning of existing hydraulic plants.
Supervise and mentor a team of estimating staff involved in the planning of generation, transmission and distribution projects.
Develop and maintain an effective professional mentoring relationship with members of the estimating section to assess relative work priorities and workload impact.
Review work by team members and cost estimates completed by other lines of business – ensuring technical correctness and compliance with business drivers, standards, policies, practices and processes.
Provide instructions, advice and guidance; mentor and coach; share knowledge and lessons learned.
Identify risk and opportunities within construction schedules and cost estimates and implement appropriate action plans.
Develop and maintain professional relationships with external contractors, equipment manufacturers and suppliers, consultants and other cost estimators and schedulers in the profession.
Promote the discipline of cost estimating, scheduling and construction expertise through participation and support of professional organizations such as AACE.
Assign work and give instructions, advice and technical support to engineers and technical support staff within the corporation.
Create and maintain a cost database on local and national material, including commodities, equipment, and labor construction cost information.
Select, train, appraise, and discipline staff, providing a climate for career development.
Act as corporate representative on behalf of Manitoba Hydro in participation with the Canadian Utilities Cost Estimating group (CUCE).
Qualifications
Four‑year engineering degree from a recognized university with a minimum of nine years related experience, of which five years must involve project management and administration with an emphasis on estimating and scheduling.
Professional member in good standing with Engineers Geoscientists Manitoba (or willingness and ability to attain within a specified amount of time).
Knowledge of cost control, estimating procedures and related fields of engineering.
Knowledge and ability to develop and utilize computer models associated with scheduling and cost estimating, including first‑principle cost estimating procedures.
Knowledge of contract document preparation.
Ability to analyze, interpret and evaluate complex technical studies and data.
Ability to develop cost and schedule estimates for plant modifications, decommissioning and new plant construction.
Knowledge of construction methods and safety issues.
Ability to coordinate and perform effectively and diplomatically.
Demonstrated ability to supervise, direct and motivate personnel.
Proven organizational and leadership abilities.
Capacity to carry out duties with minimal direction and supervision.
High degree of initiative and ability to maintain harmonious relationships and interact effectively with others at all levels.
Ability to plan, organize and control concurrent work assignments.
Field experience on large construction projects is an asset.
Experience reviewing/negotiating contract claims is an asset.
Mature judgment and excellent interpersonal skills required.
Willingness to travel by all modes of transportation.
Salary Range
Starting salary commensurate with qualifications and experience. The range for the classification is $57.62–$78.94 hourly, $110,417.06–$151,272.42 annually.
