Overview
The role of the Public Health Nurse is to apply public health science and nursing theory to promote, protect and preserve the health of populations, while demonstrating a commitment to the vision, mission, values and strategic priorities of Prairie Mountain Health. Services may be directed to individuals, families, groups or communities across the life span in a continuous rather than episodic process. Public Health Nurses apply appropriate strategies to prevent injuries, chronic and communicable diseases; address environmental issues; support reproductive/sexual health and promote the health of perinatal women, their partners, infants and families. Public Health Nurses respect diversity, self-determination, empowerment and community participation. These values are consistent with a population health approach that is rooted in an understanding of the broad determinants of health and the principles of primary health care, community development, and harm reduction. Nurses recognize and fulfill professional responsibilities by practicing in a manner consistent with skilled obligations and relevant legislation.\n
Responsibilities

- Public Health and Nursing Sciences: Applies knowledge and critical thinking related to public health sciences; health status of populations, determinants of health, health promotion, disease and injury prevention, health protection, and factors influencing delivery and use of health services.
\n
- Assesses how public health and nursing sciences inform practice by synthesizing knowledge from theories, models and frameworks; uses evidence-informed nursing and public health theory; pursues lifelong learning in public health nursing practice.
\n
- Assessment & Analysis: Applies epidemiological principles to recognize health concerns, identifies sources of information, collects and analyzes data, assesses health status across the lifespan, and determines appropriate implications and actions.
\n
- Policy & Program Planning, Implementation and Evaluation: Describes policy and program options, develops plans, implements and evaluates policies or programs, and provides care using the nursing process with evidence-informed decision making.
\n
- Collaboration: Collaborates with and refers to other providers; accepts referrals; conducts individual, family and community assessments; collects clinical samples as appropriate; immunizes and provides treatments per guidelines and legislation.
\n
- Partnership, Collaboration and Advocacy: Identifies and collaborates with partners, engages in inter-professional practice, builds partnerships and networks, mediates between differing interests, and advocates for healthy public policies and services.
\n
- Diversity and Inclusiveness: Interacts effectively with diverse populations; applies culturally relevant approaches; uses harm reduction where appropriate.
\n
- Communication: Communicates effectively with individuals, families, groups, communities and colleagues; interprets information for diverse audiences; uses appropriate media and learning principles; facilitates groups and uses current technology.

- Leadership: Provides leadership in primary and secondary prevention; contributes to values, vision, quality of work environment; evaluates practice; manages resources ethically; supports capacity development and quality improvement.

- Professional Responsibility and Accountability: Applies Prairie Mountain Health mission and values; demonstrates professionalism; completes documentation and reporting; coordinates activities; adheres to policies and procedures; safeguards safety and ethics; performs other duties as assigned.

Qualifications
\n\n
- Baccalaureate Degree in Nursing
\n
- Eligible for active practicing licensure as a Registered Nurse with the regulatory body in Manitoba
\n
- Current Basic Cardiac Life Support (BCLS) Training per Prairie Mountain Health policy
\n
- Three (3) years within the past five (5) years Public Health Nursing experience
\n
- Manitoba Class 5 Driver’s License or equivalent and access to a personal vehicle to service Prairie Mountain Health
\n
- Proficiency with Microsoft programs (Outlook, Word, Excel, Access, PowerPoint) and Internet applications
\n
- Certifications preferred in at least one of the following: Lactation-related credentials or public health certifications listed in the original description
\n
- Understanding of Manitoba’s Public Health Act and the mandated role of the Public Health Nurse
\n
- Demonstrated application of harm reduction principles in nursing practice
\n
- Familiarity with CHNC standards of practice and PHAC core competencies for public health
\n
- Demonstrated organizational skills and ability to work independently
\n
- Demonstrated problem solving and decision making skills

- Demonstrated flexibility to adapt to changing techniques and
