Auxiliary Bylaw Officer The Town of Oliver, known as Canada’s Wine Capital, is home to 5,094 residents located between Osoyoos and Penticton, is currently recruiting for an Auxiliary Bylaw Officer. Reporting to the Bylaw Enforcement Supervisor, the Auxiliary Bylaw Officer is responsible for performing inspectional, regulatory and investigational work involving the enforcement of Town Bylaws. This position will also be responsible for the enforcement of the Town’s Animal Control Bylaw and impounding and caring for animals.

The Auxiliary Bylaw
\nOfficer position is a permanent part-time position with the Town of Oliver Municipality and is exempt from the CUPE Union.\n
Key Job Duties/Functions
\n
- Receive, prioritize, and investigate complaints regarding alleged infractions of the Town’s Regulatory and Land Use Bylaws, and take the appropriate action
- Proactively patrol the Town to detect violations of Municipal Bylaws
- Inform and educate bylaw violators of the nature of the bylaw offence and actively seek to resolve disputes or infractions informally to gain voluntary compliance
- Issue Warning Notices of Violation, Bylaw Offence Notices, and Municipal Ticket Information
- Attend court when necessary
- Provide investigative support to other departments
- Liaise with other agencies regarding the enforcement of regulations falling within their jurisdiction and coordinate and participate in joint enforcement strategies and efforts
- Contact towing companies for the removal of illegally parked vehicles
- Respond to variety of calls, enquiries, and complaints
- Prepare unsightly property letters and follow through on inspections and contractors
- Patrol various parks
- Recommend amendments to Bylaws and draft various bylaws as required
- Other duties as required

Animal Control Duties
\n
- Receive, prioritize, and investigate complaints regarding alleged infractions of the Animal Control Bylaw and other Regulatory Bylaws, and take the appropriate action
- Patrol the Town to detect violations of the Animal Control Bylaw
- Impound, care for, and release impounded animals; handle livestock, and transport accordingly
- Inform and educate bylaw violators of the nature of the bylaw offence and actively seek to resolve disputes or infractions informally to gain voluntary compliance
- Issue Warning Notices of Violation, Bylaw Offence Notices, Municipal Ticket Information’s, Orders to Comply, Court Orders, and requests Warrants
- Obtains pound supplies when required and tends to the impounded animals
\nCustomer Service and Administration Duties\n
- Contribute to the success of our team, creation of our community, and deliver outstanding customer service internally and externally
- Explain and interpret all Regulatory bylaws, regulations, procedures, and policies and convey information to others clearly and concisely, both orally and in writing
- Maintain administrative files and records, update the action tracking system, prepare routine correspondence, and report to Council
- Prepare any necessary Court documents and files, prosecute alleged Animal Control Bylaw violations, and other Bylaw violations as necessary, and provide evidence in Court
\nRequired Knowledge, Skills, and Abilities\n
- Able to pass and maintain an RCMP vulnerable persons check
- Communicate effectively both orally and in writing
- Understand and effectively carry out oral and written instructions

- Excellent conflict resolution skills and the ability to diffuse hostility in an effective manner and consistently maintain a professional and diplomatic demeanor

- Proven experience, thorough knowledge, and the ability to demonstrate the principles, methods and equipment used in the capture, care, handling, and secure transportation of injured, vicious, or stray animals
- Thorough knowledge of all Town Bylaws, related legislation and regulations, other municipal bylaws, and the Community Charter
- Ability to work safely and in compliance with the Town’s Occupational Health & Safety Program, WorkSafe BC and other related health and safety regulations
- Knowledge of court and adjudication procedures, rules of evidence and investigation techniques
- Ability to deal with confidential and sensitive information with a high degree of discretion and impartiality
